By developing a joint roadmap and employing an innovative open-access platform adapted from OECD best practices, the project seeks to empower municipalities with diverse civic engagement capabilities, enhancing public service innovation and citizen participation.
Project Summary:
The Civic Engagement Evolution project proposes a collaborative approach to improving public service delivery and civic engagement in the Central Baltic region. By leveraging a scalable open-access platform and a joint development roadmap, municipalities at different stages of civic engagement maturity will share knowledge, tools, and strategies for effective public participation. This initiative is designed to bridge the gap in civic engagement capabilities, fostering an environment of collaboration and democratic innovation across borders.
Background and Challenge:
Municipalities across the Central Baltic region exhibit varying levels of civic engagement, often resulting in disparate public service outcomes. The challenge is harmonising these efforts and ensuring all communities have access to effective engagement tools and methodologies that empower citizens and enhance public service delivery. Additionally, the lack of a unified platform for civic participation hinders the efficient exchange of best practices and innovations.
Objective and Expected Outcomes:
The project’s primary objective is to create a unified framework for civic engagement that municipalities across the Central Baltic region can adapt, regardless of their current engagement capabilities.
– Enhanced Civic Engagement: Municipalities will have access to tailored engagement strategies and tools, which will increase citizen participation in governance processes.
– Streamlined Public Service Delivery: Municipalities can innovate and improve public services by incorporating citizen feedback and participation, making them more responsive to community needs.
– Cross-Border Collaboration: Establish a network of municipalities and NGOs that share insights, challenges, and successes in civic engagement, enriching the region with diverse perspectives and innovative solutions.
Partnership Needs:
– Municipal Governments: For pilot implementation, to share expertise, and to adopt the civic engagement platform.
– NGOs: To support civic engagement efforts, particularly focusing on marginalised groups, and to assist in developing and disseminating the joint roadmap.
