Competence Chain
active 2 months, 1 week agoThe need to recruit, attract, retain, and develop the skills of employees in public sector is significant. At the same time, in our municipalities, there are individuals with an unstable position on, as well as individuals who are completely outside of, the labor market. These individuals are most often people with another native language than Swedish. Linköping Municipality, along with partner municipalities in Östergötland, aims to work on finding solutions to clarify and meet the competence
development needs within the municipal healthcare and social services sectors in a way that increases opportunities for individuals with an unstable position in the labor market and those outside the labor market to establish themselves in this sector. This also contributes to ensuring the right educational efforts for existing personnel. In this way, the municipalities can meet the competence supply needs in the healthcare and social services sector sustainably. To succeed with this it´s important with collaboration between HR, the municipality as employers, labor market units and the Employment Service (Arbetsförmedlingen).
The target group for the project includes individuals who are deemed to lack the required skills and need the right educational efforts to meet employer requirements. This applies to both individuals who have not yet established themselves in the labor market and already established personnel who, with the right insertion, could take a step further within the organization. The target group, through competence chain, is given an opportunity to tailor their career path based on each individual’s needs and conditions related to equality, accessibility and non-discrimination.
The competence development pathway starts with preparing participants in labor market initiatives to be able to start a customized employment combined with competence development efforts that correspond to the employer’s needs and make individuals well-prepared for regular employment. To facilitate this, the project will investigate the possibilities of job differentiation, where a new role is created to perform service-related tasks where a complete high school education is not a job requirement. The project also intends to investigate the conditions for promoting further competence development, in combination with work, for individuals who have obtained a regular employment.
Activities we have in mind to pilot and implement during a project is investigating the conditions for using the targets groups native languages as a tool in the competence development efforts offered in the project, combined with a clear focus on enabling participating individuals to communicate what really needs to be communicated in Swedish.
Finding solutions for how communication difficulties can be overcome in other ways and disappear in the long term as the individual’s knowledge of the Swedish language gradually develops.
Actively working to be able to reach even those individuals who are currently far from the labor market and offer them efforts that enable them to participate in the competence chain in the long term.
