Problem, need, challenge:
Võru Municipality lacks digitalized infrastructure data, meaning there is no unified spatial data environment where infrastructure information can be managed, analyzed, and presented. The digitalization of local government infrastructure data is essential as it impacts decision-making processes, public services, and overall administrative efficiency.

Advantages of digitalized infrastructure data:
• More efficient decision-making – Digitalized data enables fast and precise analysis, supporting better decisions in infrastructure development and maintenance.
• Cost reduction – Automated processes and digital tools reduce administrative costs and help allocate resources more effectively.
• Transparency and public engagement – Digitalized data allows citizens and businesses to gain better insight into local developments and participate in decision-making.
• Faster and more accurate services – Residents can access public services more easily through digital systems, including infrastructure usage data.
• Better crisis management – In emergencies (e.g., natural disasters), digital infrastructure data helps quickly identify solutions and mobilize resources.
• Environmental protection and sustainability – Smart infrastructure data optimization supports sustainable planning and resource management.

Challenges of Infrastructure Digitalization:
Infrastructure digitalization involves several challenges, such as data fragmentation and quality issues, where existing data is often incomplete or inaccurate. Investments in software, equip-ment, and implementation may be required. Ensuring system interoperability is crucial so dif-ferent platforms and databases integrate smoothly. Data security and privacy are critical to pre-vent cyber threats and unauthorized access. Additionally, staff training is necessary to ensure effective use of digital solutions. Furthermore, digitalization must comply with legal and regula-tory frameworks, which can slow the process.

Project goals, planned actions, and expected results:
The goal of the project is to digitalize Võru Municipality’s infrastructure data, creating a unified system for structured data storage, continuous monitoring, efficient processing, analysis, and transparent publication. This will enhance decision-making speed and accuracy, improve infra-structure management efficiency, and ensure better access to information for both local gov-ernment and the public.
The geoportal consists of various map applications displaying spatial data. These applications serve both municipal administration needs and provide information visualization for residents and visitors.

Data to be digitalized in the project:
• Street lighting infrastructure
• Playgrounds and sports fields
• Swimming areas
• Municipality-maintained bridges
• Public toilets and outdoor facilities
• Information boards and other structures
• Waste bins
• Maintained green spaces
• Municipality roads
• Municipality properties
• Geospatial bases
• Waste infrastructure
• Cemeteries
• Crisis information
• General planning

Steps to achieve the project goals:
1. Data collection, organization, and digitalization – Including linking with spatial data.
2. Platform development – Selecting or building a system for data management, analysis, visualization, and infrastructure maintenance tracking.
3. Integration with existing systems – Ensuring compatibility with current municipal and national digital systems.
4. Analytics and monitoring – Creating mechanisms for continuous data tracking to sup-port decision-making.
5. Training and implementation – Providing training for municipal staff to ensure effective system use.
6. Public accessibility and transparency – Defining what data will be publicly available for citizens and businesses.
7. Data security measures – Ensuring proper cybersecurity measures and access control.
8. System testing and improvements – Making necessary adjustments after evaluation.

A unified digital infrastructure data system will be created, enabling efficient data management, real-time monitoring, and precise decision-making. The system will optimize costs, enhance transparency, improve infrastructure management efficiency, and support environmentally sus-tainable solutions. Additionally, it will facilitate public and business access to infrastructure da-ta.

Sharing experiences with other municipalities is vital for success. Learning from their lessons helps avoid common mistakes, speed up development, and adopt effective solutions. Likewise, Võru Municipality can share its insights to create a mutually beneficial partnership.
