Enhancing Public Service and Compliance through Digital Transformation
active 2 weeks, 3 days agoThe Government of Åland is launching a strategic initiative to modernize its digital infrastructure and improve information management.
This project centers on three key pillars:
1. Developing a Comprehensive Information Governance Plan
To ensure responsible, secure, and efficient data management, the project will begin by establishing a formal Information Governance Plan. This framework will define clear policies, roles, and procedures for managing information throughout its lifecycle — from creation to archival or disposal. The plan will be aligned with the NIS2 Directive and national standards such as SÄHKE2, ensuring compliance with cybersecurity, privacy, and archival requirements.
2. Implementing a Modern Case Management System
At the core of the digital transformation is the deployment of a new case management system (CMS). This system will enable streamlined request handling, improved collaboration across departments, and enable enhanced citizen engagement in the future through an integrated, user-friendly portal. It will support automation of workflows, seamless information sharing, and integration with national digital archives and EU-level platforms, such as the “Your Europe” portal — in accordance with Regulation (EU) 2018/1724.
3. Upskilling Public Sector Employees
Recognizing that technology is only as effective as its users, the project will include a comprehensive training program for Government of Åland employees. Staff will be equipped with the skills needed to confidently use the new CMS, manage digital workflows, and uphold information governance standards. Training will be tailored to various roles and responsibilities to ensure adoption and long-term sustainability.
Together, these efforts will strengthen Åland’s capacity to manage information securely and deliver more responsive, transparent, and accessible public services — all while ensuring alignment with national and EU digital governance frameworks.
